Well, your said takes time.. a lot of time.  I guess especially a lot of time if during negotiations The Loser is not ready to give Big Pharma some (serious) say in how to spend their own money.  

I guess he wants to decide everything himself and WASTE them as he pleased.

What Big Pharma in their right mind would agree on that?
