I think the most noteworthy portion of the Tunisia paragraph is the fact that "final terms and conditions are being negotiated " Those are pretty strong words, just short of being a completely done deal. It certainly implies that the funding syndicate is in place as well as the framework of the deal.
I must admit that this initiative is considerably farther along than I would have expected, the lump sum cash will definitely be welcome !
