There will be very little contribution from the government of Nunavut. Any substantial contribution would have to come from the feds. Any power development would be funded federally as well. Nunavut simply does not have the tax base.
As much as Nunavut would like to support a diamond company, the revenue is not there without the feds footing the bill.
