Anyone with 10%+ holder of the stock would need to be disclosed of in the insider report.

So, if Rio Tinto or De Beers did a 19.9% private placement...it would need to be disclosed.

I think financial institutions need to disclose if they own more then 5% in any one stock...but am a bit unclear on that angle. I believe that is what it was with Dundee...once they dropped below 5% they dropped off the planet.

I believe in the US...if you drop below 5%...you need to declare it the minute you do. After that, it doesn't matter. In Canada...you just stop reporting and everyone keeps guessing for a while.
