In his speech, he assured that his goal will be to reduce 27% of poverty, 10% of extreme poverty and 75% of anemia in children under three years of age.
He defended the people who live in the communities. He assured that, since the establishment of the Republic, they developed agriculture at the mercy of the rains and lived consuming well water.
Aduviri said that, due to this reality, the priority of his government will be to work on basic sanitation and drinking water supply.
He announced a drastic fight against corruption and promised to install the Regional Anticorruption Council. This will be integrated by lieutenant governors.
Likewise, it guaranteed the workers of the regional apparatus the respect of their labor rights, but at the same time asked them to fulfill their duties in relation to the population.
He promised to create the "Mi Riego Regional" program to boost the agricultural sector of the Altiplano, an activity on which 60% of the citizens depend. "Without water and without irrigation, we can not talk about genetic improvement," he said.
He announced that he will do everything possible to install a natural gas plant in Puno and Juliaca, so that citizens have cheap gas. (...)
He also assured that one of his road priorities will be the construction of the double road from San Antonio de Putina to the Sandia forest. A similar project ensured will be promoted with Cusco to integrate the imperial region with the Puno Altiplano in less time.
"We are going to guarantee these road infrastructure, but without corruption. We are not going to allow a construction resident, a supervisor, to be stealing a bag of cement or an iron rod, "he said.

He urged citizens to have a vigilant role regarding him and his officials, because the resources of all Peruvians are at stake.
