RE:What does this change ...It does not change nothing regarding the auctions. It just shows the progress being made in the judicial process.

The only way the auctions are cancelled/suspended is if the judge orders such thing as part of the second Medida Cautelar (for the 15 concessions without it), but I'm not sure if the 111 applicants would just be fine with that...
