All or Nothing for Inmet?

From the circular, page 9, last sentence in the first paragraph:

"The National Directorate also stated that such rights are personal to the holder and may not be transferred to a third party."

PTQ asked the Panamanian authorities about transferring a portion of their land rights that Inmet needed and this is what they were told.  There are some questions regarding whether or not they could be exchanged if the land status changed to exploitation, but for now this is what Panamanian law is and what PTQ has been instructed by the relevent authorities.
