African Bitcoin - Seriously?

I was watching the TV and saw an ad for "African Bitcoin". Do you think the Recafers could be behind this? 

Now you take Africa, which as we know from Recaf, is full of scams and combine it with bitcoin, (which we have seen billions of dollars taken and many convicted) and what do you get : a super duper scam!

What I want to know is where do you find these suckers, excuse me, investers to buy this garbage?
