yes, better to own 100% of something that is going nowhere than just a portion of it.

Honestly ROE has great potential, BUT I think the Mexican government needs to feel a lot more pain on the oil and gas front before they are going to be willing to make the needed decisions to move forward.  Pemex keeps losing production and failing to meet targets, but the Mexican pride is at issue and they seem to be willing to torcher themselves rather than lose face by allowing foriegn ownership in the oil and gas business.  Perhaps next time the government changes, but that is some time away.
