There is rarely been much insider activities in the past, and probably in the future. I don't think that you can use that as an indicator for share price, not for this stock.

I'd agree entirely that this is not a stock for insider buys - it's just not that kind of vehicle. There are other ways of ensuring management are aligned with shareholder interests.
