This is just MO , the only reason I think it would not get denied is that if you read it carefully  SMB bought 90% of IRSLE which is domiciled company is Liberia and has a good position of stock of SMB. My bet is that IRSLE must have some pull in that country. I believe that the management went way beyond anybody else to prove themselves to the government that they will be responsible corporate for the people of Liberia and it would be approve and if it was given back  will be an i not dotted. Then they give it back to Simba which Simba will dot the i give it back and then it will be awarded. Time delay yes but awarded and patients is required in this puppy which this is of course IMO.
