SPK was awarded the Beni Khadeche concession but never closed the deal. Tom will argue it is still a Proposed Transaction
SPK farmed out a deal to an unnamed entity for an unnamed concession with certain benefits, all precedent on the Tunisian government agreeing to such a deal. They have never been presented with such a deal so Tom will argue is is still a Proposed Transaction
