...uranium should be sold only to countries that have nuclear power plants... mangoe, if your concern is to limit uranium to go to wrong hands ( i.e. terrorists), I think the selling and buying, is limited to the countries that are joined into the Nuclear Non-Proliferation Treaty and enforced by International Atomic Energy Agency of UN. This is to ensure atomic energy is used only for civil and scientific purposes.
