There is no legal standing for a co-op. to hold a
vote to conduct illegal activity such as the blockade. They can NOT "contract ouside of the law," even in Mexico.
Failure by local authorities to uphold the law harms Mexico's reputation as a mining jurisdiction as well as the cooperative itself. No idea if there was any cartel influence looking to extort but when an otherwise reasonable cooperative makes totally irrational decisions, makes you wonder what the driver is.
