Its a bit of both.

Over the years the company has repeatedly missed filing obligations and have been
subsequently halted by the exchange.

They usually blame misc. and sundry for their troubles and usually return to some
form of compliance in December.  I no longer look for anything from this company other
than a tax writeoff.  That process is simplied if one can exit via actual sale of shares rather than
go the "valueless securities" route.
