The Quebec Minister has been in deep trouble since taking that position a while back.  She has come under fire constantly by the opposition, recently entering the rumor mill about being asked to step down.  Northern investments are way down, jobs are way down and recently Alcoa threatening to shut down.

I strongly doubt whe would get the drums and cheerleaders out to regurgitate the same ol song about nice road and nice hand shake. I suspect, like some others stated, that it will be of significance.
