Power is a major issue due to the various shutdowns and damage in the immediate area. To me it sure looks like they are working their tails off to get some sort of power there as soon as they are able.
At this point in this story, I highly doubt that they are not doing everything they can against the backdrop of very trying conditions and scrutiny...
