create jobs, small people create jobs. All you hear is give the  small business owner a tax break.  If you do even if they expand their business they will still have the same number of customers. If you give the middle class the large tax break they will spend the money on goods and services.  They will increase sales for small business thus forcing them to hire and expand or lose out to their competitors.
Governments are devoid of common sense.
