ICL probably had contacts in those banks and knew this. they waited for the right time (I am actually starting to think ICL also aksed for the optimization program to make sure of their purchase of allana, which also drains allana's bank which in turn will make them more "desperate" like I said, wish I could buy some ICL cause they are going to make MONEY on this deal...
