Sept 21 ( example ) AC wants One Way to Milan 1785cad as you correctly pointed out. 
The reason ?? Latitude fare. Not Flex. Which is sold out. In other words AC knows this flight will be filled to the gills. And therefore why not charge top dollar ?

then you go in to ask " why not take rouge to Budapest for 483cad and then grab a Wizzair flight to Milan for 98cad. And save 1200. 

In in theory sure !!

but let's see what that means for your little trip. 
You would depart Yyz at 1900. Let's assume you actually woke up at 0700 like the rest of us. 12 hours later ,you begin pushback for your 9 hour flight. After a lovely trip across the Atlantic , you pick up your bags and head out to the Wizzair counter. The agent then tells you that your flight does not leave for another 10 hours !!! Yup ,8pm. Local. Enjoy hauling you bags all day long sir. That's the Only flight to Milan on Wizzair that would work for your arrival into Budapest. 

And speaking of bags , your 98 $ fare does NOT include luggage. Or a seat selection. Real fare (one way) is 258 !! 

Now  you are still ahead and good for you ! By the time you get to a hotel in Milan , you will have been traveling and awake for at least 39 hours!!
I'm gonna assume your to cheap to get a hotel in Budapest. 

Lets say your little visit , say one week with wifey goes well . You've already wasted 2 days just getting to Milan. 

I assume you you coming back ??? 

I wonder what what dumb routing you'll take to get back home !
