Air Canada has never posted a dividend to shareholders.
On the way to building an investment class stock, the precursor step is to buy back shares.  AC was at that step pre-Covid.
To adjust their finances and stave off government ownership/interference post Covid they had to sell shares diluting each current share's value.
Now AC is building a substantial cash position.
Next step is to get the debt ratio is down to 1:1.
Next step after that is to buy back millions of shares.
Step 3 would then be to initiate dividends to shareholders.
