Tests
If there is a test that can have results available in 15 minutes perhaps they could test people as they left the country and especially when they return. If they test before they board it should set passengers at ease that everyone on the flight tested negative. If they test on the return to Canada all those who are negative perhaps could forego the 14 day isolation.

That should be the plan. In fact AC has purchased 25,000 rapid test kits that produce results in less than 15 minutes. The government needs to get up off of their tails and reduce the quarantine ASAP.
