Is this a buying opportunity?

I'm thinking of averaging down.

Nice dividend too. Is it safe in this environment where a lot are cutting?

Dividend is safe... in fact they could probably increase it if they wanted. That being said, considering the market, they'll likely wait some more before raising the dividend. The market conditions should barely affect their earnings.
