I recall also that the Norwegian engineering firm hired to scope out the costs of the undersea option for Lower Churchill power reports to NH at about the same time.
Hebron negotiations are expected to contain a link to the LC development, and it has been postulated that the NLRC refinery project developed by Altius was not solely based on refiner margins, but also on a cheap, nearby source of heavy oil.
Put all of these temporal, spatial and energy confluences in the contexual nature of the ongoing Hebron negotiations and one can immediately conclude that the EIS will be approved and on schedule.
