Specifically the African countries are governed by dictatorships and that brings with it governance issues that are not legal in the USA. As an example Adolf Lundin financed Kabila in the Congo that resulted in the Tenke Fugurame property (cobalt) to be brought into production and after two years it gets sold to FCX (called the clean hands move). Woke oriented organisations discover that some if not most of these countries operate with non clean hands and then pursue the facilitators after the fact.
