Here is the concern, and likely why the stock has not popped by institutional investors at this time.  Michigan has very strict regulations with respect to environmental and water concerns.  Kennecott is fighting tooth and nail for their permitting, and had the original submission turned down (Eagle mine).  You can bet any large money is waiting to see what happens at Eagle, and that happens at a snail's pace, before putting down on Aquila.  Aquila is on the radar of some opponents in the region - do your own DD, though the battle is at Eagle now.
