It has to be short (optimized), easy and a pleasure to read, simple to understand and straightforward with very strong, unwavering evidence at every step, i.e. not subject to interpretation in any way, and again crystal clear and convincing. The art is in bringing the reader to espouse your perspective, I call it your referential.
Organization: Each such piece of evidence should be in a separate annex (you can have hundreds of these). The arbitrators can check the evidence in annex if they want to, but these do not overwhelm the main report which has to be short and flowing like a river in laminar mode (not turbulent by jumping from one subject to the other).
