Remember that GCM contract miners were not the ones striking, and they were not striking in the past either. GCM contract miners were prevented from coming to work. That means they were paid fairly. It was the illegal miners that were protesting, a civil strike not a mining strike. The reason for the civil strike was not to get higher pay, but the existential threat to their ability to mine, from the government passing laws making mercury and explosives too expensive on the black market, and the sale of gold restricted to come from legal sources. They already agreed to terms with the government now. It took an existential threat for them to rally. A small increase in pay would not be a big reason to strike, and would not be looked kindly upon by the government.
After this agreement, the risk for a pay raise strike may not be much higher than strikes in North America. Well off countries like Canada and US expect higher pay and are unionized, possibly making the risk of strike higher for them.
