With the volumes so low (no interest or excitement), there was no market here. Without a market, you can't establish a reasonable price for your shares. So you either wait - or - you accumulate.
This has been a period of accumulation (fishing) where you try to drag the buying price lower and lower as the fence sitters eventually gave up their shares on fear.
The fisherman could still be wrong as the river may be tainted with chemicals. Hopefully the only chemicals here are the base drug and the H2S under much better control (onset/offset) and in a friendlier indication environment (acute).
