As far as I am concerned, I think that: A ban in Canada would have resulted in a ban worldwide. It is written in all major tender documents, if you are on a black list in Canada you just cannot bid in most public contracts worldwide that are funded by Western governments of funding agencies like the WBG, ADB, AfDB,...
