To the extent that the buck stops here, you are correct but your reasoning is wrong IMO. The mistake LB made was to put PB in charge. Contrast to who he hired in the 70s for example. RR was a highly regarded mgr at USS, then he worked for LB for many years then became CEO of a large p&p company. Notwithstanding that LB is one of the greatest cdn entrepreneurs of all time.
