As long as you have the Quebec government continually trying to impose its idealistic agenda on the rest of the country, they are better off lobbying the Americans directly rather than trying to get help and concessus from the rest of Canada. it is sad, but unfortunately that's what happens as they cannot even fill the job needs they have now with the restrictions and self harming rules they have on immigration in order to fill the high tech jobs that will be needed.

Let Quebec open up their own playing field rather than shutting it down for those same reasons.
