Exactly what I did. I was lucky to be able to buy 50% more shares for not much money.  but a lot of people only want to brake even.

I don't think any reasonable person has issue with the wage subsidies.  I can understand if someone has issue with BBD doing a share buyback while receiving wage subsidies. Share buybacks only benefit the owners of the company (shareholders), whereas BBD could instead issue more shares to cover the employee stock programs, at a cost to shareholders (dilution). Clearly doing a share buyback is a lot better than issuing new shares for the public shareholders. Otherwise share dilution for the public SH as you say. Buybacks have an added benefit as well. The benefit is now shown by this small increase in the share price of the stock. People who manipulate this stock aren't able to manipulate it as easily.
