Call trading desk or block trading specialist (not sure if they deal with prefs though).  They find institutional counterparties for the trade.  A trading desk may also trade as principal -- buying/selling at a discount with the hopes of making money through unwind in the exchange and/or through institutions to be found.  The block trade we see is the reporting on the exchange for the off-exchange trades.

Moving large and illiquid positions is a pain, meaning it costs $$$ to get it done.
