In short yes....here is the detail..... When a company repurchases its own shares it's called a share (or stock) buyback. Companies have two options when they want to buy back shares:   1. Most commonly, a company will repurchase its shares in the open market, just like how you as an investor would buy shares. When can the buy-back start?  Do they have to wait a certain amount of days after the announcement or have they started already?

Most of the questions are answered in this doc https://www.tsx.com/resource/en/447 They can proceed once the application is approved by the TSX. They just need to follow the procedures as outline and of course complete the reporting portion.
