Hamas builds it's own rockets out of every day materials.  They are not sosphicated weapons.  The targets they hit are sheer luck. Hamas's only enemy is Israel.  None of the surrounding Arab states have labeled it a terrorist organization.  Many have distanced themselves from Hamas and the Palestinians as a lost cause. Gaza exists as part of a peace treaty with Egypt.
