RE: LAST CHANCE TO BY CHEAPArbitration could mean many things. How about this idea. The two parties and the commissioner are sitting at the desk and the commissioner says he must excuse himself for 5 or 10 minutes. On rising from his chair he suggests that the two parties come to an amicable resolution of the dispute or upon returning he will make a decision that will be binding to both.
I believe the tone of the previous release and the time it took to come out, a good indication that he or she is of the opinion that SOC is holding up progress. IE: jobs and investment.
