It sounds more like they just want direct access to the U.S. market and therefore a competative new price for their U308. That could be done by modifying or writing a new contract if Bush agrees.
I think they are fast becomming major competitors for energy world wide, and it will translate into much more political clout in the comming years.
Personally I have never trusted the Russian Government, but I think it would be wise to keep a friendly relationship with them. They control a very large and potentially productive land mass, and that could bode well for them and for the U.S. in the future.
Hopefully we should know Putins real agenda in the near future.
