Sweetened bid.Why wouldn't they just sweeten the bid to eighteen or twenty bucks and be done with it?
Spending decades to get control and then stopping a few feet from the finish line isn't how you win the race, as you have to finish the thing, you have to bring the idea across the finish line, and with as much style as possible.
I think enough of the holdouts would tender, to get it done, somewhere at or slightly above eighteen.
