1) a producer of raw materials and therefor front-loads a lot emissions so other countries do not have to
2) in a northern climate with extreme temeratures
3) is a vast territory with a spread out, low population
So this per capita metric does not really mean a whole lot

Not saying we need to ban everything, but we need to continue to try to reduce our emissions. Only Saudia Arabia and Australia emit more than Canada and the USA on a per capita basis.
