IMO : The opportunity to buy a second pair of shoes or another year of school or an iPhone for their children is based on improving economies. I don't think families will willingly forgo these advancements to save London or New York from flooding ! And why should they ??
1st world countries have been stealing their resources for 100's of years.

The point is merely that erasing Canada's entire economy would do nothing to offset their continued growth. So why become impaired if the impairment will accomplish nothing real?
Of course, to use the argument in reverse, the actual purported flooding is more likely to take place nearer the equator due to the elasticity of water: the more that is available, the more it will accumulate along the band of highest centrifugal force. This means ocean levels will actually recede in northern climates. So India's concern over flooding would largely be based upon what might be happening at its own shores...
