So 28th is X date, if I buy in today do I get the divi on the 15th or does the share purchase have to settle first, 3 days hence?

You had to buy yesterday to get the dividend.  Trade the day before ex-div, record date is one business day after ex-div. Monthly Dividend: $0.06 Date Payable: August 15, 2023 Record Date: July 31, 2023 Ex-Dividend Date: July 28, 2023

Ex-div means the date it trades without the dividend

geric is correct...you must buy before the ex-dividend date
