Ultimately, a higher oil price over the next few mths will force SU to raise it's bid for COS imo....also I don't think SU will want to pay more than what it offered in the spring hence the low starting bid.
Should oil hit say $70 as suggested by Pickens and Cornerstone Analytics, things could get very interesting.
