"If CPG is such a cash machine, how come the share price has essentially gone nowhere for almost 3 years?"

How about SU and CNQ?? Maybe...just maybe it is a sector issue and not a company issue.  None of the share prices of any of these companies has done anything in 3 years, however you have collected upwards of 7% per year by owning CPG and over 5 years, yes a longer term that doesn't exactly enhance your side of the argument, CPG is up 76% while SU and CNQ are both down over the same period.

You don't want to own CPG fine...don't buy it.  You want to buy a blackjack stock like PLT fine...then buy it.   Again though when you say "how come the share price has essentially gone nowhere for almost 3 years?" regarding CPG, ask yourself the same question regarding what the SP of PLT has done since its IPO.  If I am going to be invested in the O&G sector this is no brain buy and hold for retirement income paying stock, capital preservation vs capital appreciation is alot more important over say decades, hence the reason why you are buying CPG in the first place.
