According to their financial statement for Q4 and FY'18, "The Company recorded $7.7 million (year ended December 31, 2017 - $7.5 million) relating to compensation of key management personnel and $11.3 million (year ended December 31, 2017 - nil) relating to executive severance as general and administrative expenses for the year ended December 31, 2018."
Share-based compensation for FY'18 was C$22.6 million which is not paid in cash. They had C$61 million in excess cash flow for the quarter so 25% would be about C$15 million. C$7.7 million is more like 12.6%. 
I'm not refuting your claim, just trying to understand your calculation and where mine might be off. The drop in cash on hand (coupled with free cash flow) went almost entirely to debt repayment of C$83 million.
