The failure rests on the back of government for not taking bolder action. Germany still gets about a third of its energy from coal. That needs to be addressed.
The higher energy prices you cite are precisely the point: adjust your behaviour or you're going to pay more. Buy a more energy-efficient car, lower your heating costs, build smaller homes, take the bus, etc.
