I doubt that a project would be killed because a company didn't do a thorough job on gender issues. One of the stated aims of the bill is to actually speed up the approval process. We'll have to see how the new review process actually works. We've seen how the current process hasn't lead to any new projects with legal objections delaying any progress. It's possible that the more intense review required by the new bill will thwart some legal challenges.
But the secret agenda theories and "this is the end of pipelines" rhetoric seem way overblown.
