The downturn in the price of oil hasn't been the only problem for Albertan oil. Lack of egress has meant Alberta's been getting much lower prices compared to an other jurisdiction on the planet. The problem in recent years hasn't been either provincial political party. The problem has mostly involved activists in Canada and the USA taking advantage of convoluted legals systems to delay pipelines to death.
