So you and I can't buy them. The financial institutions can sell them to their preferred clients, sell them on the market at current rates or hold them and sell when the stock is higher. The institutions take the risk of holding all that stock and that is why they got a discounted price of 5.60. No one should expect the share price to match the discounted price. Market will set the price based on normal market conditions, company performance, news etc.
