The CEO does not set the dividend policy, the board of directors does that.  The CEO is responsible to execute the business plan as articulated by the board.  Usually the CEO has a board seat but chairs no committees and has no formal board responsibilities.  The CEO failed to execute the business plan on time and on budget and his communication skills were, well lets say deficient and some might say misleading at times.  Anyway don't expect them to cut the divi.  They have an extra 50 million in cash from the share offering, they have no covenants on their debt and they are benefiting from rising revenues from the chemical side of the business and a strong US dollar.  And lets not forget that cash flow is ramping up by 50 million this year and these increasing revenues have already started.  I have said this before, I believe Q1 will have an upside surprise.
